By default, the volume control is set to "off". The reason for this is that these days almost all computers have keyboard volume controls..and furthermore most* people, we have found prefer to control their volume universally rather than on each player that they might be using. This is something that is an option regardless of the embed type. Each publisher makes the decision on whether to use the volume control or not.
